What the Curaçao certificate proves

The Curaçao Gaming Authority certificate states that donbet.com is operated by GTW B.V., incorporated in Curaçao under company number 165433, and licensed to offer games of chance under OGL/2024/250/0115. The certificate gives the licence status as Active. Those are direct regulatory facts and can be stated without hedging.

What the certificate does not do is convert the licence into a UK Gambling Commission licence. Jurisdiction is not interchangeable. A licence can be genuine and active in one jurisdiction without conferring authorisation in another. For a UK-focused review, the licence question therefore has two layers: first, whether Donbet has an identifiable licence at all; second, whether the operator is licensed for the Great Britain market.

A territory list answers whether the operator visibly names a country as restricted in that source. A regulator register answers whether a local licence has been verified. Treating the first as proof of the second would collapse two different evidence questions.

For the same reason, this page does not use a generic verdict such as “fully legal” or “illegal”. The useful facts are more precise: Donbet’s verified licence is Curaçao-based; the UKGC says remote businesses serving Great Britain need its licence; and no matching UKGC licence was found in the register searches. Readers can then decide how important local licensing and its associated protections are to them.

GAMSTOP: what the scheme covers

GAMSTOP’s current terms state that all businesses licensed to offer online and other remote gambling services to people in Great Britain must participate in GAMSTOP as a condition of their Gambling Commission licence. GAMSTOP also explains that it can only assist with gambling services offered by participating operators. Its public guidance describes the service as blocking access to online gambling companies licensed in Great Britain.

Advertising rules reinforce the licensing distinction

The CAP Code’s gambling section says gambling marketing communications must be socially responsible and protect children, young people and vulnerable people.
